The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 58-year-old Elton Hammonds, who has moved to an address on South 5th Avenue in Mount Vernon.
The Division of Criminal Justice Services has assigned Hammonds as a level two threat, which means he is at "moderate risk of a repeat offense."
According to the Division of Criminal Justice Services, Hammonds used a cutting instrument and had sexual contact and intercourse with his 44-year-old victim before being arrested by police in Tuckahoe in May 2006. Hammonds was convicted on two counts of third-degree rape in December that same year and sentenced to a term between one and three years in state prison. He is now under the jurisdiction of the Mount Vernon City Police Department.
